The Board & Mandate
The children and families who make up the Muscowpetung Saulteaux Nation are the beneficiaries of past undertakings conducted by our leadership going back to the signing of Treaty Four. What we build today will be there for future generations tomorrow. This is what lies at the heart of the MSBD mandate as set by the Chief & Council.

MSBD is tasked with the responsibility to pursue business opportunities, representing the business interests of the nation in all jurisdictions and across all areas of business.
MSBD is the ‘General Partner’ in the Limited Partnership and is guided by its Business Charter and Board of Directors.
Melissa Tavita
CHIEF
Chief Melissa Tavita is Ex-officio on all portfolios of the Band Administration, including Economic Development, and is the Chair of Muscowpetung Saulteaux Business Developments. She has been a member of Band Council for three terms. She was elected to the position of Chief in 2020, being re-elected in 2022, and will serve in the current term until April of 2026.
Barry Cappo

Councillor Barry Cappo is a voting member of the MSBD Board of Directors. He is also responsible for the following portfolio assignments of the Nation’s Administration: 1.) Public Works/Infrastructure, 2.) Administration & Finance, 3.) Specific Land Claims, 4.) Urban, 5.) Housing, 6.) Health, 7.) Economic Development.
Terance Cappo

Our vision is to generate prosperity enhancing the quality of life for our band members with a mission to engage the local economy, creating new parameters and business partnerships, to allow the Muscowpetung Saulteaux Nation to contribute to the GDP output of Saskatchewan.

Muscowpetung Saulteaux Business Developments (MSBD) is the business development arm of the Muscowpetung Saulteaux Nation. Located 47 kms northwest of Regina, the community has a total membership of 1,628 and is a Rights Holder under the Canadian legal framework.
The Traditional Territory of Muscowpetung is the Treaty Four Territory.

MSBD is a corporate entity and a Limited Partnership that is structured under both the Business Corporations Act (Saskatchewan), as well as the Partnership Act (Saskatchewan), and carries on business via a variety of investment vehicles, including, but not limited to: Joint Ventures, other Limited Partnerships, and Consortiums. The Muscowpetung Saulteaux Nation is the sole Share-holder of MSBD.
The economic business operations and activities of MSBD are conducted both on and off reserve. These economic activities are carried out via own source revenue as well as with third party investors and funders.
MSBD is structured as the Managing Partner of all business entities established by the Muscowpetung Saulteaux Nation and sanctioned by the Chief and Council. Other non-business orientated corporations are not subject to the Limited Partnership structure (i.e. programming entities).
The Managing Partner status of MSBD is empowered through specific Partnership Agreements between MSBD, the participating corporate entity, the nation and/or other partners involved.
