In July 2021, the Muscowpetung Saulteaux Nation commenced a Community Engagement Strategy to facilitate the design of a new and exciting Infrastructure Investment Plan for the nation. These initial discussions evolved from the vision to bring forward the creation of a new K-12 School for children and families within the community. The existing school is now more than 40 years old – so it was time.

OVER MULTIPLE  ENGAGEMENTS, THE COMMUNITY PARTICIPANTS DETERMINED THAT THE FOLLOWING IMPORTANT INFRASTRUCTURE ELEMENTS SHOULD BE CONSIDERED FOR IMMEDIATE PRIORITY (TO BE BUILT WITHIN THE NEXT 4 YEARS):

• K-12 SCHOOL 
• POWWOW ARBOUR 
• COMMUNITY HALL 
• HEALTH & WELL-BEING CENTRE (AN ADDITION TO THE EXISTING HEALTH CENTRE)
• SERVICE BUILDING
• GASIFICATION OF ALL HOUSING UNITS IN THE RESERVE
• UPDATED ON-RESERVE GAS & RETAIL CENTRE

The Community Planning outputs highlighted here are only specific to the ongoing development and implementation of the nation’s Infrastructure Investment Plan. It is important to make the distinction between the following two types of planning:

1. INFRASTRUCTURE INVESTMENT PLAN

This plan has been developed with a specific focus on physical infrastructure needs and is limited in scope in this respect. It is important to note this, given the fact that MSBD has been tasked to manage these projects. 

MSBD pursues these key projects in an effort to generate the necessary baseline infrastructure to establish the ability for the Muscowpetung Saulteaux Nation to compete on an economic level. It is almost impossible to generate an economy without the establishment of key infrastructure. 

Planning activities have been developed and executed by MSBD in collaboration with Upfront Consulting and Oxbow Architecture. This process includes:

• MAKING DETERMINATIONS BASED ON LAND LOCATIONS 
• IDENTIFYING CULTURAL AND SENSITIVE SITES  PERTAINING TO BUILDING PLACEMENT 
• DETERMINING NEED, COSTS AND OTHER FACTORS 
• INCLUDING THE INDIGENIZATION OF THE ARCHITECTURAL AND STRUCTURAL ASPECTS OF NEW MUSCOWPETUNG BUILDING DESIGNS.

2. THE COMMUNITY PLAN

Under this process the Muscowpetung Saulteaux Nation was able to develop a Preliminary Community Plan in 2020 (Shane Keepness Community Plan) which followed the Community plan Program Parameters. Many of the elements found in this community plan have been synthesized into the Infrastructure Investment Plan. The introduction of this plan was intended to inspire the rapid advance toward infrastructure projects. This process includes:

• REVAMPING THE PREVIOUS COMMUNITY PLANNING PROCESS CONTEMPLATED BY INDIGENOUS SERVICES CANADA IN ORDER TO MAXIMIZE EXISTING ON-RESERVE FUNDING.  

• PLANNING IS SPECIFIC TO COMMUNITY NEEDS (SOCIO-ECONOMIC) AND THE INTRODUCTION OF NEW ADMINISTRATIVE METHODS TO MEASURE AND MONITOR PROGRESS WITHIN THE COMMUNITY. 

THIS COMMUNITY PLAN IS A LIVING DOCUMENT THAT IS INTENDED TO INTERFACE WITH OTHER KEY PLANS SUCH AS THE INFRASTRUCTURE INVESTMENT PLAN CURRENTLY BEING EXECUTED.

OUR INFRASTRUCTURE PROJECTS HAVE BEEN DEVELOPED WITH THE INTENT TO RAISE THE QUALITY OF LIFE FOR OUR MEMBERS (SUBSTANTIVE EQUALITY) IN ORDER TO ENGAGE GREAT ECONOMIC ACTIVITY IN OUR REGION AND BEYOND. 

 

OVER THE PAST MANY YEARS, THE MUSCOWPETUNG SAULTEAUX NATION HAS CONDUCTED THE MOST EXTENSIVE COMMUNITY ENGAGEMENTS TO ENSURE THAT THESE ONCE DREAMED OF PROJECTS MAY COME TO LIGHT. AS A FIRST NATION COMMUNITY THAT IS ONLY 45 KMS AWAY FROM THE CAPITAL CITY OF THIS PROVINCE, IT IS IMPERATIVE THAT WE NOW RAPIDLY ESTABLISH THE BASE INFRASTRUCTURE ALREADY AFFORDED TO COMPARABLE SURROUNDING COMMUNITIES AND LOCALITIES (GASIFICATION, WATER SYSTEMS, ETC.).

KEY DOCUMENTS THAT HAVE BEEN SYNTHESIZED INTO THE,
INFRASTRUCTURE INVESTMENT PLAN INCLUDE THE FOLLOWING:

The development of a Plan for Muscowpetung Saulteaux Nation, currently in draft form, is a critical moment in the community’s history, providing an opportunity for the community to reflect on its past and present, while shaping its path for the future. 

The document provides future development planning that has been informed by the efforts of Muscowpetung Community plan as well as the Community Needs Survey produced by Upfront Consulting. The ideas and strategies described in this document are a direct response to the concerns, suggestions and feedback of community members, band staff and Chief and Council. Ultimately this Plan and its approaches are intended to assist the community achieve its priorities and work toward a long-term vision.

Developed by Oxbow Architecture in collaboration with Richard Kroeker and Wolfrom Engineering, the project outlined here is for a multi-purpose cultural venue for the nation. The space will facilitate powwow ceremony on the Nation, with the goal of deepening connections to tradition, encouraging community members to pass along knowledge to future generations [intergenerational exchange of knowledge] and providing a venue that will allow families to celebrate culture. The project has recently been approved for funding under ISC.

This concept development phase developed by Oxbow Architecture moved the project towards built realization through site selection, building program assessment, school administration engagement, conceptual floor plan and exterior development, along with preliminary building system analysis in anticipation of future design development.

A preliminary site planning review and analysis of suitable building areas. Multiple sites reviewed based on the following criteria: General Fit for Building Program, Heavy Machinery Access / Parking Requirements, Site Access, Location Suitability, Flexibility and Future Growth Opportunities. Conceptual floor plans and exterior development, along with preliminary building system analysis has been completed in anticipation of future design development.

An on-going study to assist Muscowpetung in representing its identity to friends and visitors of the Nation through signage and way-finding elements.

The need for Prevention Services in the community through the development of a Wellness Centre is a critical part of supporting the future generations of members. This project is in its planning stages and is considered a high priority that will have lasting positive impacts for the families of the Nation.

This study is on-going and at the preliminary phases for the planning that will assist the Nation with plans to develop dedicated housing for our Elder’s and aging population on reserve.

The Schematic Design Report was prepared for the Muscowpetung by a team of architectural and engineering consultants, and follows the Preliminary Concept Plans & Exterior Development that was completed in October 2021. The focus of the development has been the Yards Neighbourhood, located along Dewdney Avenue in Regina. The Schematic Design supports Muscowpetung’s on-going dialogue with both the civic and federal levels of government with a proposal that supports a number of interconnected programs, utilized by different user groups and tenants.
